3rd Extraordinary Congress of Universal Postal Union 2019

The 3rd Extraordinary Congress of Universal Postal Union is held in Geneva, Switzerland during 23rd - 26th September 2019, and the Chinese delegation is consisted of representatives from State Post Bureau of China, Permanent Mission of People’s Republic of China to the United Nations Office at Geneva, China Post Group, Hong Kong Post and CTT Macao. Furthermore, the Chinese delegation is headed by Mr. Ma Jun Sheng (Director of State Post Bureau of China) and Ms. Lau Wai Meng (Director of CTT Macao) joined the delegation as a deputy head.

The main objective of this Extraordinary Congress of Universal Postal Union is to review, discuss and approve the Universal Postal Union terminal dues remuneration of E-format letter-post items proposals. Terminal due is a remuneration system established between Designated Operators, to compensate the cost of handling, transportation and delivery of cross boarder mail items. During the 3rd Extraordinary Congress, member countries discussed and voted on various proposals related to the terminal dues remuneration of E-format letter-post items, finally Congress decided that starting at 1st July 2020, Designated Operator who fulfill specific conditions may implement Self-declare rate for terminal dues remuneration of E-format letter-post items. As a protection scheme, Designated Operators with small inbound volume will not be affected by the impact of Self-declare rate. Furthermore, in accordance with decisions of the 3rd Extraordinary Congress, the United State of America also decided not to withdraw from the Universal Postal Union.
