The International Reply Coupon (IRC) is a
postage certificate issued by the Universal
Postal Union (UPU), which can be circulated
and used among the UPU member countries. When
the sender intends to provide the addressee
with reply postage, an IRC can be enclosed,
which can be exchanged for stamps at the
local post offices as reply postage (usually
can be exchanged for stamps representing the
minimum postage for an unregistered airmail
letter).
