1. What is Import Control System 2 (ICS2)?

    The Import Control System 2 (ICS2) is a new security and safety implementation. The European Union, Switzerland and Norway will implement this new requirement for the inbound and transit of EMS, parcels, registered and non-registered small packets (except letters), effective from 1st March 2023. The customs authorities of the relevant countries will conduct a preliminary assessment for mail items sent to or transited via those destinations before the departure from their origin. Mail items (except letters) without the corresponding electronic customs declaration may be rejected by the destination’s customs.

  1.  What will be the consequences if the mail is not declared?

    If the mail contains items that are not documents and is not accompanied by customs declaration information, it may be returned or even destroyed.

     

  1.  What information do I need to provide when making an electronic declaration?
    • Information of the sender.
    • Information of the recipient.
    • Information of the contents.
    • Harmonized System of Goods (HS code).
    • Return address.
    • A local telephone number or email address where you can be contacted.

     

  1.  What is Harmonized System Coding (HS)?

    Harmonized Commodity Description and Coding System (Harmonized System, commonly known as HS) is a standard catalog of the classification of goods in international trade, compiled by the World Customs Organization (WCO). It aims to standardize the definition and classification of goods in international import and export trade by the customs of different countries. The World Customs Organization updates and revises the Harmonized System periodically in response to the development of international trade and commodity markets. The “Macao External Trade Classification List/Harmonized System” is a local coding list developed by the Statistics and Census Service in accordance with the proposed amendments and in response to local needs.

  1.  How long does the destination customs authority take to have preliminary assessment?

    The assessment time depends on the arrangement of the destination customs authority and may vary from case to case. Usually it takes 3 working days.

     

  1.  How do I know that the destination customs office has completed its initial assessment?

    If the sender does not receive any notification by phone or email within 3 working days from the posting date, it means the mail has been evaluated by the destination customs office and the mail has been shipped. However, there may be other circumstances due to the arrangement of the destination customs, the sender can check the status of the mail through our website.

     

  1. How can I be informed of the need to submit additional information?

    Our staff will inform the sender by phone or email and request the sender to provide additional information requested by the destination customs and follow up on the matter. We remind you that the notification will not require the sender to provide his/her personal information. In case of doubt, please contact our enquiry hotline 8396 8815.

     

  1. How does the sender submit additional information?

    The sender can provide the information at the postal office where the mail item was sent or by email.

     

  1.  What should the sender do, if the destination customs authority rejected to accept the mail item?

    If the mail is not accepted by the destination customs authority, the mail will be inspected by the local customs authority. If no dangerous goods/prohibited items/inaccurate declaration are found, the mail will be returned with the postage refunded. The sender can choose to fill in the declaration information again and send it again with a new mail code.

     

  1.  How can I request a review of the Customs assessment results?

    A preliminary assessment based on the electronic declaration data for mail items sent to or transited via those destinations before the departure from their origin will be conducted by the destination customs authority. A final customs assessment will be made upon arrival at the destination. For enquiries about the assessment results, the sender can contact the destination customs authority directly.   1.  Can I apply for the return of mail and postage , if the mail is not approved for shipment by the destination customs authority?

    In such cases, the mail items will be inspected by our staff or the on-site customs office. If no dangerous goods/prohibited items/inaccurate customs declaration are found, the mail will be returned with the postage refund.

     

  1.  How to apply for a refund of postage?

    The sender needs to go to the post office where the item was originally sent and fill in the “Application for Return of Mail and Postage” in person, and present the original mailing receipt and identification documents for verification. The postage refund method will be according to the postage payment method, such as cash or electronic payment, it will be refunded in cash, and stamp payment will be refunded in stamps; monthly settlement and contract customers, the postage refund method will directly credit to the monthly settlement and contract customers' account next month.

     

  1.  Is there any delay in compensation under the new measures?

    There will be no compensation arrangement for any delay due to customs assessment.
