a) Underpaid charge equals to the tariff of the zone 1 times a fraction, in which the numerator is the underpaid postage and denominator is the postage of the origin. The Addressee is required to settle the storage charge after the due date of collection time which is stated in the first notification note.

Postage Paid
This service is available exclusively for commercial or public entities with large quantities of postal correspondence to be mailed at designated periods (e.g. magazines, monthly statements or publicity leaflets). Once the application is approved, the “Postage Paid” postmark and unique approval number should be printed on the exclusive envelopes. The postal objects can be posted at any post office without affixing the stamps or postage in advance. The applicants should fill in the mailing bill and settle the payment concerned.

Business Reply Service (RSF)Through the application of this service, commercial or public organizations are able to receive the return mails from their clients rapidly and efficiently. Such return mails include ordering of merchandize, advertisement or enquiry of promotional activities, etc. Once the application is approved, the “RSF” postmark and unique approval number should be printed on the exclusive envelopes of the requested entity. Target clients of the applicant can post the replies at different post office or pillar-box without paying postage. Applicant is required to pay the related fees upon receipt of these reply items.

International Business Reply Service (CCRI)
Through this exclusive service, commercial or public entities may promote their products or services to the whole world in a faster and more efficient way. Once the application is approved, the applicant entity should print the “International Business Reply Service (CCRI)” postmark and unique approval number on the exclusive envelopes. Target clients, residing anywhere in the world, can post the replies without paying any postage. This service helps to internationalize the products or services. The applicant entity has to pay the postal charge upon collection of the reply items.

License to Use Franking Machine
The function of the Franking Machine is to affix the stamp on the envelope. For those entities having large quantities of postal correspondence to be mailed at designated periods, this service can help to save the waiting time at post office. Postage payment can be adjusted according to entities’ needs.

Issuance of License
- Those private-owned postal operators or selling circulated stamps and postage certificates which a license must be obtained from the Public Postal Operator.
- In case of insufficient post offices or offering sale for circulated stamps and other postage certificate mainly for the purpose of Philatelic, the license may be issued to the applicants.
- Private-owned postal operators should pay the annual charge. Those do not selling stamp and postage certificate can be exempted from annual charge.
